In BMCC, with the Computer Operations major, they offer this course about mainframes as a requirement, but mainframes are basically a waste of time to learn. Is it unorthodox to ask a department to skip a required class for a more relevant elective, because of obsolescence?

As an operations major a class in mainframes is really important. You can ask them to let you out but you will be missing out on a really important part of your education. u can; but it'll hardly make a difference. try 2 get a doctor on ur side & u might get them 2 cancel the useless course.
Compromise by asking them 2 make this old course an elective 4 historical value & suggest the elective u r eyeing 2 take its place as the required 1 instead.Any change in curriculum requirements is a process that the faculty of that department must agree upon and take to the dean of the college. It cannot be done for one instance. Talk to the head of the department. It is unlikely that much will happen, but you may spark a discussion that will change requirements for students a year from now.
